Three-pronged approach
As an extension of the twin-track approach, a three-pronged approach to development cooperation is often recommended.
In this three-pronged approach, general programs (first track: mainstreaming) and specific programs for the empowerment of disadvantaged groups (second track: empowerment and specific support) are complemented by policy dialogue measures. Development cooperation actors, especially at the government level, have the responsibility to raise human rights issues and concerns of marginalised groups with decision-makers in their partner governments (third track: political human rights and development dialogue), discuss existing problems and address the need for action (and, if possible, propose options for action).
